City Invests in Infrastructure to Open New Area for Housing

The City Council just approved an infrastructure project in northeastern Sioux Center to open an area called Harvest Heights for future residential development. 

The project will include adding about 1/3 mile of water main to make a loop serving this area, building and paving 18th St. NE from 11th Ave. NE to 7th Ave. NE and connecting it to the existing north end of 7th Ave. NE, installing storm sewer and installing sanitary sewer. The Harvest Heights area is between 16th Circle NE, a cul de sac currently in development, and 20th St. NE.

Facilitating opportunities for a variety of residential development is a key priority the council identified in strategic planning, City Manager Scott Wynja noted.

“We are always looking to create opportunities for a variety of housing. We partnered with Sioux Center Land Development to put in 11th Ave. NE to open up an additional area and already have a developer planning a multifamily development there,” he said. “We see a need for additional spots for duplexes, triplexes, multifamily or apartment buildings. By opening 18th Street, we feel that offers the opportunity for many more spaces for housing options.”

The council approved the low bid for the Harvest Heights work this week. Installation of water lines will begin soon. Paving 18th St. NE will likely begin in 2026.

Previously, the City partnered with Sioux Center Land Development to install 11th Ave. NE from about 14th St. NE to 20th St. NE, with lot sales helping cover the cost of installing that road. Since that opened in 2024, the City Council approved the sale of about 2.5 acres there to CenterView, a local developer planning to build two 32-unit apartment buildings with potential for additional buildings as well.
